Tether Faces Senate Scrutiny Over Iran's Use of USDT in Shadow Banking

Tether, the leading stablecoin issuer, is under fire following a Senate Democratic report that highlights Iran's dependence on USDT for its shadow banking operations. The report, titled "Tethered to Terror: Crypto & Iran’s Shadow Banking Network," alleges that Tether's stablecoin plays a crucial role in facilitating illicit financial activities linked to Iran.

Published by the Permanent Subcommittee on Investigations, the report identifies 846 crypto addresses connected to Iran or Iran-backed groups, asserting that USDT serves as the primary payment method for these entities. Some of the wallets mentioned even have ties to the Central Bank of Iran, raising significant concerns about the implications for global finance.

In response to the allegations, Tether emphasized its commitment to combating illicit finance, revealing that it has frozen approximately $550 million in USDT associated with Iran in 2026 alone. The company stated that it collaborates with law enforcement and international agencies to curb illegal activities.

Tether's CEO, Paolo Ardoino, rejected the report's conclusions, asserting that USDT is not a refuge for sanctioned individuals or organizations. He highlighted that while USDT is under scrutiny, other cryptocurrencies like Bitcoin and Ethereum are also being used by Iranian groups, yet the report disproportionately focuses on Tether's stablecoin.

The Senate's findings raise critical questions about how effectively stablecoin issuers monitor and manage illicit activities within their networks. As the debate continues, Tether's role in the crypto ecosystem remains a focal point for regulators and industry stakeholders alike.
