Buterin, the Ethereum network's co-founder, claims that Ethereum's post-London chain capacity has increased by 9% as a result of three equally important factors, (i) ice age delay, (ii) not-always-full pre-London blocks, and (iii) mathematical artefacts of EIP 1559 formula. The investigation also found that the base fee adjustment formula isn't quite right, and that it has to be somewhat higher than 50% to be effective.
