Ma Changchun- the head of the Digital Currency Research Institute, revealed that a fully anonymous central bank digital currency (CBDC) is impossible. The reason is that the government will need to make it flexible with anti-money laundering (AML), know-your-customer (KYC), and counter-terrorist financing (CTF) measures. Also, such transactions should be scrutinized to avoid tax evasion. So, there would be controllable anonymization, commonly used for privacy consumer protection purposes.
